NEGLIGENCE OF THE LOCAL HEALTH DEPARTMENT

A midwife is a profession that is most interest to women in Indonesia. This is proven by the number of schools and graduates majoring in midwifery. However, being a midwife is not that easy. Being a midwife we ​​must qualify the predetermine criteria, such as sufficient height, not color blind, and have large knowledge. Besides, requirements to become a midwife we also have to take midwifery education for approximately three years to get an official degree. After a long process, not only has an official degree, but we must also have qualities that reflect professional midwife, such as patience, honesty, understanding, communicative, disciplined, creative, friendly, humble and responsible. The case of the baby’s head suddenly pull out from the mother’s womb by the midwife in Bogor was viral on social media a few months ago. The worst nightmare of all mothers has happened to Yanti, a resident of Bogor, West Java. This is because the figure of the baby she is waiting for is dead at the hands of a fake midwife. The fake midwife forcibly pulled the baby's head which is still in the mother's womb so that it is separated from the baby's body. After being investigated it turned out that this fake midwife is only graduate from junior high school. Then how can a junior high school graduate become a midwife and can put a clinical board permit in front of her house unless the local health department is negligent? 

The pity incident of a fake midwife in Bogor needs to be questioned, because how can she get permission to put a clinical board in front of her house except there is the negligence of the local health department which is less strict in supervision. This fake midwife is only a junior high school graduate. Head of the provincial police stated, “Receiving reports on the victim's family and residents information, officers immediately arrested the fake midwife DS at her home. We also have revoked the signboard and from the results of the DS investigation (37) is a fake midwife who only junior high school graduate.” [trans] while to become a midwife we ​​have to take midwifery education and also to put up a clinical board we must have a license to practice and regirstration certificate. This is of course contrary to the regulation of the Minister of Health of the Republic of Indonesia number 9 of 2014 paragraph 13 number 1 stated, "every medical person practicing in a clinic must have a registration certificate (STR) and a license to practice (SIP) in accordance with the rules of law” [trans]

The case of this fake midwife is caused by several factors. First, the local health department is negligent in carrying out its duties. Second, the health department does not ensure that the data is genuine or fake. Third, there are no routine checks on clinics that are opened. Fourth, there is deceitfulness. Deceitfulness here maybe there is an insider who helps to pass the process of checking fake midwife data. This can also be caused by the lies of the fake midwife. It could be that she falsified her data so that it was following existing procedures or it could be that she did not have a license to practice and registration certificate but she still determined to keep opening the clinic even she doesn't have the licenses. But of course, if the local health department conducts routine checks on clinics that have been opened, the case of the fake midwife will not happen.

As a result of the negligence of the local health department, the emergence of fake midwife cases in Bogor which has fatal consequences. Baby’s head separated from the baby’s body because of the fake midwife. The baby died. However, when the fake midwife arrested by the police, the fake midwife said that before she pulled the baby's head, the baby already had died in the mother’s womb. Of course, it doesn't make sense because if the baby already dead why she didn't immediately tell the mother instead of still helping her giving birth. The existence of this fake midwife can be found because of this incident. Imagine if this case does not occur, it means that the fake midwife will continue to open her clinical practice without anyone knowing that she is a fake midwife which only junior high school graduate without a license to practice and registration certificate.

The way we avoid the recurrence of this case, it is better if the local health department increases supervision of the operating clinics and checks each midwife's license to practice and registration certificate routinely. The local health department should ensure that the data is correct and official. The government must also monitor whether fraud occurs in the local health department or there is a fake midwife who falsifies their identity. Our role as a society is also very influential. We must be smart and wisely in choosing midwives who will help our birthing process. It is highly recommended if we search out how the clinic's reputation and how the reviews of people about the midwife in the clinic.

In conclusion, we can’t deny that midwife is a noble job because they are patient and willing to help us give birth. The world needs the role of a midwife from now and forever. The work of a midwife is not easy, because it is demanded and requires expertise,  also intelligence in helping a mother who will give birth. Being a midwife must also be equipped with high knowledge of how to be good to achieve success at work. Although this fake midwife case occurred because of the negligence of the local health department that is less through, we cannot directly blame one of the parties. This case can occur because of several factors. We as a society must be wise and conscientious to avoid this case so that it does not happen again to anyone.
